The transition from collaborative governance to data governance: a framework for stakeholder conflict management in urban regeneration; case study: east settlements of Chabahar city

Objective: The uncontrolled expansion of cities in recent decades has often been portrayed in planning literature and official documents as an inevitable process that can be managed through physical and technical interventions. However, experience with inefficient and informal settlements has shown that the consequences of this process are not merely physical or technical. The regeneration of inefficient and informal settlements faces multiple challenges, including stakeholder diversity and conflicts of interest. In Chabahar, despite the large marginalized population and the urgent need for regeneration, the lack of an integrated framework for conflict management and the use of data-driven capacities constitutes a major obstacle to achieving sustainable development. The main research question is how stakeholder conflicts can be managed by transitioning from collaborative governance to data-driven governance.
Method: This applied study employs a descriptive-analytical research design. Data were collected through documentary research and a researcher-developed questionnaire. The statistical population consisted of 45 experts in urban management. The KOKOSO multi-criteria decision-making technique was used to analyze the data and prioritize three stakeholder groups—governmental, economic, and social—based on nine governance indicators.
Results: The findings showed that economic and capital stakeholders, despite having the highest level of conflict of interest, ranked first due to their high institutional and economic capacity. Governmental and social stakeholders ranked second and third, respectively, indicating weaknesses in data transparency and institutional capacity. The results highlight the need to transition to data-driven governance to enhance transparency and empower social groups.
Conclusions: The transition to data-driven governance is a fundamental approach to enhancing transparency, reducing conflicts, and ensuring a more equitable distribution of power in marginalized settlements. Without the effective use of data and the strengthening of local institutions, citizen participation in regeneration projects will remain incomplete and institutional conflicts will remain unresolved. Policymakers and urban managers should recognize that successful regeneration of marginalized areas depends on a clear understanding of power relations and the use of scientific indicators to prioritize stakeholders.
