Identifying key success factors in the planning and design phase of the housing project life cycle with the affordability approach

Objective: Affordable housing shortages are among the most significant challenges facing the housing sector, particularly in developing countries. Despite the importance of this issue, affordability considerations in many housing projects have largely been limited to the implementation stage, while the planning and design stages have received less attention. Since decisions made during these stages directly affect project cost, quality, and success, this study aimed to identify and rank the key success factors in the planning and design stages of housing projects from an affordable housing perspective and to propose effective strategies for realizing these factors.
Method: The study began with a review of the literature and the identification of factors affecting all stages of the project life cycle. Subsequently, expert opinions were collected through questionnaires, and the Delphi method and Best–Worst Method (BWM) were used to identify, weight, and rank the key success factors. To validate the results, the extent to which these factors were realized in the case studies was assessed, and their final rankings were determined. Finally, based on the findings of the literature review, strategies were proposed for realizing the identified factors.
Results: The findings showed that project cost estimation and value engineering, selection of appropriate building systems, and site analysis were the most important key success factors in the planning and design stages of housing projects. In addition, the use of advanced software, accurate forecasting, and training specialized teams in the application of new technologies were identified as among the most important strategies for realizing these factors and enhancing the affordability of housing projects.
Conclusions: The findings indicate that systematic attention to key success factors during the planning and design stages plays a decisive role in achieving affordable housing. Applying the identified factors and strategies can improve decision-making during the early stages of projects, reduce life-cycle costs, and enhance the efficiency of housing projects. Therefore, the findings can serve as a practical framework for managers, designers, and policymakers involved in the planning and development of affordable housing projects. |
