The lack of affordable housing, a basic necessity for people's comfort, is one of the major challenges in the housing sector, particularly in developing countries. Therefore, providing a solution is the primary need. To achieve this goal, it is necessary for governments to pay attention to creating effective policies in different stages of the housing project life cycle. Also, the life cycle is the most important concept in construction, and paying attention to the most important influential criteria in project management and achieving affordability goals is vital at its stages. The lack of attention to the issue of housing affordability in the planning and design stages is an issue that needs to be addressed today, and the basis of affordability should be made important to stakeholders from the beginning of the project life cycle. Therefore, the main goal of this study is to introduce the most important key success factors in the planning and design stages of housing projects, in order to make them cost-effective. This was started by Library Studies and the extraction of all factors in all stages of the life cycle, and with the help of a Questionnaire and Expert Opinions, the Delphi Analysis Method and the Best-Worst-Method final factors were extracted and ranked. Then, by examining the Case Study, the findings from the experts' opinions were validated, and the final rank was calculated. Finally, based on the data collection of the first stage, the proposed solutions were stated. The findings show that the most important factors evaluated are "project cost assessment and value engineering", "choosing appropriate building systems" and "project location analysis", and paying attention to providing solutions such as "using advanced software", "accurate forecasts" and "training the team in using various modern technologies" plays a fundamental role in making the mentioned stages cost-effective.
