The provision of land-use planning in the rural settlements is considered a prerequisite of optimal living conditions. To ensure this impact, it is of utmost importance to impose regulatory provisions on land-use changes. One of the most important provisions is the rural guide plans for the control and prediction of future land allocation. However, factors composed of legal, economics, natural and social components have initiated massive changes in land-use contrary the resolutions of the rural guide plans. Notwithstanding the fact that most of these land use changes were caused by human factors, the lack of logical planning frameworks for land allocation, negligence of sustainable development considerations, absence of integrated management, and the disregard for the environmental impacts of relevant activities all play a part in the outcome.
With regard to sensitivity of the issue, this research tries to clarify which of the factors is more responsible for land-use changes in Taft County.. The current study is based on the findings of an applied research, which draws on a combination of qualitative and quantitave methods. The descriptive data were acquired from field observations in the rural setting, as well as in depth study of the available documents in physical or virtual archives. The field data were gathered through interviews with the rural residents in addition to first hand observation of the impacts of land-use changes on different dimensions of the rural settlement. Results indicate that the impact of factor pertaining to rural population and environmental issues in greater than other proposed factors, and has undermined the impact of legislative and economic considerations on land allocation.
