Evaluating the effects of the implementation of the rural leader plan on the quality of life of villagers; case Study: Shiyan district

Objective: Evaluating the impacts of Rural Guiding Plans is essential to promote rural development and identify and address their shortcomings. Rural Guiding Plans have been implemented in 13 villages in Shian Rural District, Islamabad-e Gharb County, Kermanshah Province. Given the importance of these plans in shaping rural development, this study aims to assess the effects of implementing the Rural Guiding Plan on the lives of rural residents in Shian Rural District.
Method: This applied study employs a descriptive-analytical research design. The statistical population comprised 13 villages with implemented Rural Guiding Plans in Shian Rural District, Islamabad-e Gharb County, totaling 1,710 households. Using Cochran's formula, the study determined a sample size of 314 respondents and selected them through simple random sampling. The study collected data through library-based research and fieldwork, using a researcher-developed questionnaire as the primary data collection instrument. Based on the literature review, the study considered five dimensions comprising 76 indicators for the assessment. The questionnaires were distributed among the study population, with the sample allocated proportionally to the number of households in each village. The collected data were analyzed using SmartPLS 3.
Results: The results indicate that, among the indicators examined, implementation of the Rural Guiding Plan had the greatest impact on improving the village road and street network. In contrast, the incorporation of renewable energy sources into the Rural Guiding Plan's implementation framework received the least attention and had the lowest impact. The findings further show that, among the various dimensions of rural residents' lives, the economic dimension was affected more strongly by the implementation of the Rural Guiding Plan than the other dimensions. The values obtained for the four dimensions indicate that the structural model adequately predicts the indicators associated with the model's exogenous constructs.
Conclusions: The implementation of the Rural Guiding Plan had its greatest impact on the economic dimension of rural residents' lives. Adopting a multidimensional approach, the plan has contributed not only to transforming the physical appearance of villages but also to restructuring their environmental, socio-cultural, and economic systems. By organizing productive and service spaces, improving market access, expanding insurance coverage, and providing financial facilities and new opportunities, the plan has improved rural residents' livelihoods and overall quality of life. The greater influence on the economic dimension can be attributed to improvements in transportation and communication networks, which have facilitated the marketing of rural products and enhanced the productivity of economic activities, thereby increasing household incomes. |
