Spatial Analysis of Factors Affecting the Village Manager's (Dehyar's) on Rural Construction (Case Study: Tuyserkan Couny)

The role of village managers in village construction and physical development is one of the most important issues that if neglected, can cause irreparable damage to rural programs. By amending the Councils Law in the year 2003 and adding article 10 to the Islamic Councils Law, the responsibility of preparing documentation for construction, facilities, and land separation within the legal boundaries of the village was assigned to the village managers, with the issuance of permits entrusted to the district office. Therefore, attention to village managers in rural areas and their role in achieving rural physical objectives has become very important. Hence, this research has attempted to provide a suitable platform for rural development by analyzing the spatial factors influencing the supervision of village managers over rural constructions in the study area. The research method is applied and the research approach is descriptive-analytical. The statistical population of this research includes villages with grade 5 and 6 village management in the Touyserkan County, totaling 16 villages. For the examination of the current situation, 220 questionnaires were completed by villagers. Descriptive, inferential, and spatial analysis statistical methods were utilized for data analysis using GIS and SPSS software. The research findings indicate that the T statistic value for all indicators is 13.480, suggesting that in the studied area, village councilors do not have adequate supervision over rural construction activities. However, the component of adherence to health principles and the licensing process fares better compared to other components. According to the villagers, the component of health principles with an average of 3.34 and the licensing process component with an average of 3.07 are of utmost importance, while the components of safety signs and warnings, and cultural values have the least importance with averages of 2.07 and 2.07, respectively. Structural equation analysis also reveals the significant impact of social responsibility and compliance with environmental regulations and citizens' rights on village councilors' supervision. Ultimately, the results of spatial analysis of villages based on the level of supervision by village councilors over construction activities from the perspective of villagers also indicate that councilors in some of the studied villages have performed better.
