fa آسیب‌شناسی مدیریت روستایی از دیدگاه مردم در روستاهای ناحیه مرکزی استان اردبیل Pathology of rural management from the perspective of people in the villages of the central district of Ardabil province تخصصي Special پژوهشي Research مدیریت روستایی مجموعه‌ای از دانش، اطلاعات، فنون و مهارت‌هایی است که با هنر مدیریت، عمل برنامه‌ریزی را به‌منظور دستیابی به توسعه روستایی را سامان‌ میدهد. بررسی این سابقه از یک‌سو حاوی نکات قابل‌توجه در روش‌های اداره روستاها است و از سوی دیگر متأثر از تجربیات گذشته است که چالش‌های گوناگون را به‌ویژه برای استفاده در آینده روشن می‌سازد. مدیریت روستایی از ارکان اصلی و جدانشدنی توسعه روستایی است؛ زیرا در نبود مدیریت سازمان‌دهی‌شده در نواحی روستایی، برنامه‌های توسعه نیز با مشکلات بی‌شماری مواجه خواهد شد. مدیریت روستایی در ایران ، با‌توجه‌به تغییر شرایط و مقتضیات زمانی و ساختارهای قبلی سنتی اعمال مدیریت در مناطق روستایی نتوانسته است مشکلات را حل کند و از طرفی، ساختار مدیریت جدید روستایی به‌ویژه از دهه 1970 به بعد که مبتنی بر مشارکت مردم در امور و برنامه‌ریزی از پایین به بالا است، به دلایل متعدد ازجمله بومی نشدن و مداخله گسترده دولت به‌طور کامل نهادینه نشده تا بتواند مشکلات روستاهای امروزی را برطرف سازد. در حال حاضر مدیریت روستایی در ایران با مسائل و مشکلاتی مواجه است که نیازمند توجه از سوی مسئولین و سیاست‌گذاران است. این چالش‌ها را می‌توان در مواردی مانند عدم تبیین مبانی تئوریک، فقدان مدیریت واحد روستایی، نبود منابع مالی پایدار،کم‌رنگ بودن مشارکت مردم محلی، وضعیت آموزش نیروی انسانی، دسترسی به تجهیزات، ابزارها و تأسیسات جستجو نمود. بر این اساس در مقاله حاضر ضمن ارائه شمای کلی از تحولات ساختار مدیریت روستایی، به بررسی آسیب‌شناسی سیستم مدیریت روستایی در روستاهای اردبیل پرداخته شده است. روش تحقیق پژوهش توصیفی - تحلیلی است و در جمع‌آوری اطلاعات از منابع کتابخانه‌ای، اسنادی و پایگاه‌های اطلاع‌رسانی استفاده شده است. نتایج به‌دست‌آمده نشان می‌دهد مدیریت جدید روستایی با‌توجه‌به نو پا بودن نیازمند مدیران کارآمدی است که بتوانند با تکیه بر اراده مردم و حفظ ساختار اجتماعی و ارتباط رسمی و منطقی با دولت، ضامن برقراری ارتباط پایدار، دو سویه مردم و حکومت بوده و بخشی از وظیفه مدیریت و تحول در جامعه را بر عهده داشته باشند.   <div style="text-align: justify;">Rural management is a collection of knowledge, information, techniques, and skills that organizes the planning process with the art of management in order to achieve rural development. On the one hand, reviewing this record contains significant points in the methods of village administration, and on the other hand, it is influenced by past experiences, which clarifies various challenges, especially for future use. Rural management is one of the main and inseparable pillars of rural development; because in the absence of organized management in rural areas, development programs will face countless problems. Rural management in Iran has not been able to solve the problems due to the changing conditions, time requirements, and the previous traditional structures of management in rural areas. The new structure of rural management, especially since the 1970s, which is based on people's participation in the affairs and bottom-up planning, due to many reasons, such as not localizing and extensive government intervention, is not fully institutionalized to solve the problems of today's villages. Currently, rural management in Iran is facing issues and problems that require attention from officials and policymakers. These challenges can be found in cases such as lack of explanation of theoretical foundations, lack of rural unit management, lack of stable financial resources, lack of local people's participation, the state of manpower training, access to equipment, tools, and facilities. Based on this, in the present article, while presenting an overview of the changes in the structure of rural management, the pathology of the rural management system in the villages of Ardabil has been studied. The research method is descriptive-analytical, and library, documentary, and data center sources have been used to collect data. The results show that the new rural management needs effective managers who can rely on the will of the people and maintain the social structure and formal and logical relationship with the government, guaranteeing the establishment of a stable relationship between the people and the government, which is part of the management's duty, and be responsible for the transformation in the society.  </div> شوراهای روستایی اسلامی, مدیریت محلی, سرمایه اجتماعی, مدیریت مشارکتی روستایی.
