fa گذار از حکمروایی همکارانه به حکمروایی داده‌محور: چارچوبی برای مدیریت تعارض ذی‌نفعان در بازآفرینی شهری (مطالعه موردی: سکونتگاه‌های شرق شهر چابهار) The transition from collaborative governance to data governance: A framework for stakeholder conflict management in urban regeneration (Case study: East Settlements of Chabahar City) عمران و شهرسازی عمران و شهرسازی پژوهشي Research هدف: بازآفرینی شهری در بافت‌های حاشیه‌نشین با چالش‌های متعددی از جمله تنوع و تعارض منافع ذی‌نفعان مواجه است. در شهر چابهار، با وجود جمعیت بالای حاشیه‌نشین و نیاز مبرم به نوسازی، فقدان چارچوبی یکپارچه برای مدیریت تعارضات و استفاده از ظرفیت‌های داده‌محور، مانع اصلی تحقق توسعه پایدار است. مسئله اصلی پژوهش آن است که چگونه می‌توان با گذار از حکمروایی همکارانه به حکمروایی داده‌محور، تعارضات میان ذی‌نفعان را مدیریت کرد. روش پژوهش: این پژوهش از نظر هدف کاربردی و از نظر روش توصیفی-تحلیلی است. داده‌ها از طریق روش‌های اسنادی و پرسشنامه محقق‌ساخته گردآوری شدند و جامعه آماری شامل ۴۵ نفر از خبرگان حوزه مدیریت شهری بود. برای تحلیل داده‌ها و اولویت‌بندی سه گروه ذی‌نفع (حاکمیتی، اقتصادی و اجتماعی) بر اساس ۹ شاخص حکمروایی، از تکنیک تصمیم‌گیری چندمعیاره کوکوسو استفاده شد. یافته‌ها: یافته‌ها نشان داد که ذی‌نفعان اقتصادی–سرمایه‌ای با وجود بالاترین میزان تعارض منافع، به دلیل ظرفیت نهادی و اقتصادی بالا در رتبه اول قرار گرفتند. ذی‌نفعان حاکمیتی و اجتماعی به ترتیب در رتبه‌های دوم و سوم ایستادند که بیانگر ضعف در شفافیت داده و ظرفیت نهادی است. نتایج تأکید دارد که گذار به  حکمروایی داده‌محور برای شفافیت و توانمندسازی گروه‌های اجتماعی ضروری  به نظر می‌رسد. نتیجه‌گیری: گذار به حکمروایی داده‌محور، راهکاری اساسی برای شفافیت، کاهش تعارضات و توزیع عادلانه قدرت در بافت‌های حاشیه‌نشین است و بدون بهره‌گیری از داده‌ها و تقویت نهادهای محلی، مشارکت شهروندان در پروژه‌های بازآفرینی ناقص خواهد ماند و تعارضات نهادی حل نخواهد شد. سیاست‌گذاران و مدیران شهری باید توجه داشته باشند که موفقیت در بازآفرینی مناطق حاشیه در گرو درک دقیق روابط قدرت و استفاده از شاخص‌های علمی برای اولویت‌بندی ذی‌نفعان است. <div dir="ltr"></div> Objective: Urban regeneration in the suburbs faces many challenges, including diversity and conflict of interest of stakeholders. In the city of Chabahar, despite the high marginal population and the urgent need for modernization, the lack of an integrated framework for conflict management and the use of data-driven capacities is the main obstacle to the realization of sustainable development. The main issue of this study is how to manage the conflict between stakeholders by transitioning from collaborative governance to data governance. Method: This research is applied in terms of purpose and descriptive-analytical in terms of method. The data were made through master methods and a researcher-made questionnaire and the statistical population consisted of 35 experts in the field of urban management. To analyze the data and prioritize the three stakeholder groups (government, economic and social based on the validity of the narrative judgment, from the technique)Cococo's multi-criteria decision was used. Results: Findings showed that capital economic stakeholders, despite the highest level of conflict of interest, were ranked first due to their high institutional and economic capacity. Sovereign and social stakeholders stood in the second and third ranks, respectively, which indicates a weakness in data transparency and institutional capacity. The results emphasize the transition to data-driven governance for transparency and Empowerment of social groups seems necessary. Conclusions: transition to data-driven governance is a fundamental solution for the transparency of reducing conflicts and equitable distribution of power in marginalized declines, and without using data and strengthening local institutions, citizen participation in regeneration projects will remain incomplete and institutional conflicts will not be resolved.
