fa ارزیابی پیامدگرایانه‌ی اثر طرح‌های هادی روستایی بر کیفیت محیطی؛ مطالعه موردی: روستاهای شهرستان مریوان Consequence-oriented evaluation of rural guide plans (HADI Plans) effect on environmental quality; case study: villages of Marivan سکونتگاههای شهری و روستایی سکونتگاههای شهری و روستایی پژوهشي Research <div style="text-align: justify;">هدف: یکی از اهداف طرح&rlm;‌های هادی روستایی که فراگیرترین طرح توسعه‌ای در کشور است، بهبود کیفیت بافت روستا و تلاش برای ایجاد فضای مناسب‌تر برای سکونت و فعالیت و به بیانی دیگر، افزایش کیفیت محیطی است. گرچه در هنگام تهیه‌ی این طرح‌ها به مطالعه‌ی عواقب، عوارض و اهداف توجه می‌شود اما از نکات بارزی که غالباً در عرصه برنامه&rlm;ریزی توسعه&rlm;ای کشور مورد غفلت واقع می‌شود ارزشیابی عواقب طرح‌ها پس از اجرا است هدف این پژوهش بررسی پیامد  اجرای طرح‌های هادی در زمینه‌ی کیفیت محیطی بر اساس اصول توسعه‌ی پایدار و به دست دادن شاخص‌هایی در این مورد بوده است. روش تحقیق: این پژوهش میزان موفقیت طرح‌های هادی به اجرا درآمده را در بهبود کیفیت محیطی از منظر اهالی روستا بررسی کرده است. بدین منظور در پیمایشی میدانی، مبتنی بر پرسش‌نامه، به گردآوری داوری اهالی در باب کیفیت محیطی در قالب سه مؤلفه‌ی کارکردی، فرمی و معنایی و نیز غنای حسی با رویکردی توصیفی پرداخته، سپس یافته‌ها با بهره‌گیری از آمار استنباطی (t تک نمونه&lrm;ای و تحلیل مسیر) به نحو کمی تحلیل شده است. یافته‌ها: تحلیل پرسشنامه‌ها نشان داد که در هر سه مؤلفه‌ی فرمی، معنایی و کارکردی و نیز سرجمع هر سه، میانگین به دست آمده از مقدار میانگین مطلوب (میانگین 3) در سطح معنی&rlm;داری 0.05، بیشتر است؛ مؤلفه‌ی فرمی ۳.۱5 مؤلفه‌ی کارکردی ۳.08 مؤلفه‌ی معنایی ۳.۲1 و شاخص کیفیت محیطی در مجموع ۳.۱۴ است. نتیجه‌گیری: در مجموع، شاخص‌ها نشان‌دهنده‌ی پیامد مثبت اجرای طرح‌ها در زمینه‌ی کیفیت محیطی است اما میزان شاخص‌ها در وضعیتی شکننده‌ قرار دارد. این پژوهش همچنین نتایج نشان می‌دهد که بر اثر اجرای طرح‌های هادی مؤلفه‌ی فرمی بیش از دیگر موارد وزن یافته و وزن مؤلفه‌ی معنایی کاهش یافته است. اجرای طرح&rlm;های هادی به میزان همه&rlm;شمول و رضایت&rlm;بخش نتوانسته به خوانایی و درک مناسب محیط از منظر روستاییان و ناظران بدل گردد.</div> <div style="text-align: left;"></div> <div style="text-align: justify;"> Objective: One of the objectives of the Rural Guide Plan—the most inclusive development plan in Iran—is to improve the quality of the rural texture and to create a more suitable environment for living and activities, in other words, to enhance environmental quality. While these plans are being prepared, consideration is given to consequences, side effects, and objectives. However, a notable aspect often overlooked in a country’s development planning is the post-implementation evaluation of plans. This research aims to investigate the outcomes of implementing Rural Guide Plans concerning environmental quality, based on the principles of sustainable development, and to derive relevant indicators in this regard. Method: This study evaluates the success of implemented Rural Guide Plans in improving environmental quality from the perspective of village residents. To this end, adopting a descriptive approach, a field survey based on a questionnaire was conducted to collect residents’ assessments of environmental quality. This was framed within three components—functional, morphological, and semantic—as well as sensory richness. The findings were then quantitatively analyzed using inferential statistics (one-sample t-test and path analysis). Results: The analysis of the questionnaires revealed that the mean scores for all three components—morphological, semantic, and functional—as well as the total environmental quality index, were significantly higher than the desired mean value (mean= 3) at the 0.05 significance level. The morphological component scored 3.15; the functional component, 3.08; the semantic component, 3.21; and the overall environmental quality index was 3.14. Conclusions: Overall, the indicators demonstrate a positive outcome from the implementation of the plans in terms of environmental quality. However, the level of these indicators remains in a fragile state. The results also indicate that, as a result of implementing the Rural Guide Plans, the morphological component has gained more weight (importance), while the weight of the semantic component has been reduced. The implementation of the Hadi Plans has not yet been sufficiently inclusive and satisfactory in translating and conveying an appropriate understanding of the environment from the perspective of villagers and observers.</div> <div style="text-align: justify;"> </div> کیفیت محیطی, پیامدگرایانه طرح های‌هادی روستایی,نواحی روستایی, شهرستان مریوان.
