fa ظرفیت‌سازی در روستا - شهرها با نگرش ساماندهی سطح‌بندی سکونتگاههای شهری و روستایی مطالعه موردی: خراسان شمالی عمومى General پژوهشي Research از مهمترین اصول دستیابی به توسعه پایدار باید به توزیع بهینه جمعیت و استقرار مناسب سکونتگاه‌ها اعم از شهری و روستایی در پهنه سرزمین، نواحی و مناطق در دو قالب توانمندی‌ها و قابلیتها از یک طرف و تنگناها و محدودیتها از طرف دیگر اشاره کرد. تحقق توسعه پایدار نیز در گرو عملیاتی کردن توزیع مناسب جمعیت و فعالیتها در هر محیط جغرافیایی با یک مدیریت خردمندانه است. یکی از مهمترین روشهای عملیاتی کردن توزیع مناسب جمعیت تعریف درست نظام سلسله مراتب سکونتگاهی اعم از شهری و روستایی با رویکرد نزدیکتر کردن روابط شهر و روستا می‌باشد. یکی از ضروریات طرح‌های جدید منطقه‌ای لزوم توجه و تعریف نظام سلسله مراتبی نه در دو نظام شهری و روستایی جدا از هم دیگر بلکه در یک مجموعه از بزرگترین شهر منطقه تا کوچکترین روستا با تعریف نقش و عملکرد هر کدام است. در این بین روستا-شهرها به عنوان حلقه‌های اتصال نظام سلسله مراتب شهری از یک طرف و سطح بندی سکونتگاههای روستایی از طرف دیگر از اهمیت ویژه‌ای برخوردار است که با شناسایی این نقاط در سطح نواحی و ظرفیت‌سازی با اعطای خدمات و تسهیلات ویژه می‌توان تاثیر بسزایی در جلوگیری از مهاجرت روستا به شهر و کاهش عدم تعادلهای ناحیه‌ای به جا گذاشت و هدف از ارائه این مقاله شناسایی روستا-شهرهایی در استان خراسان شمالی در تعریف سطح بندی سکونتگاهها اعم از شهری و روستایی در یک نظام سلسله مراتبی با روش تحقیق توصیفی- تحلیلی می باشد. For the best principles of sustainable development we should refer to the beneficial distribution of population and suitable establishment in settlements including country, area and regions in two forms of abilities, capabilities and limitations. Also, sustainable development is reasonable, that is, put sustainable distribution of population and activities in each geography area with a proper management. One of the important ways of operation is correct description of settlement of hierarchical organization of rural-urban in order to classify the relationship between rural and urban. One of the essentials of new regional plans is not only to notice and to describe the hierarchical organization separately, but also in combination with largest cities to the smallest rural areas according to their distribution and operation. On the other hand, agro towns are important as connective rings of hierarchical organization and ranking of rural settlements. These regions are recognized in area ranking and capacity by services and special facilities. So, we can influence the prevention of immigration of rural to city and decrease of the unbalanced areas.
