fa تحلیل اثربخشی اطلاع‌رسانی بحران در مرحله پاسخ به سیلاب مرداد ۱۴۰۱ روستای مزداران (شهرستان فیروزکوه): بررسی تعامل رسانه‌ها و جمعیت هلال‌احمر بر مبنای الگوی عملیاتی شرایط اضطراری (EOP) "Evaluating the Effectiveness of Crisis Communication during the Response Phase of the August 2022 Flood in Mazdaran Village, Firuzkuh County: An Operational Analysis of Media and Red Crescent Coordination Based on the Emergency Operations Plan (EOP) Framework سکونتگاههای شهری و روستایی سکونتگاههای شهری و روستایی پژوهشي Research چکیده: پاسخ مؤثر به بحران‌های طبیعی، به‌ویژه سیلاب‌ها، مستلزم وجود سامانه‌های اطلاع‌رسانی است که هم‌زمان از کارایی، سرعت و هماهنگی برخوردار باشد. در این میان، ارتباط مؤثر میان رسانه‌های جمعی و نهادهای امدادی نقش کلیدی در مدیریت جریان اطلاعات و جهت‌دهی به افکار عمومی دارد. این پژوهش با هدف تحلیل فرآیند اطلاع‌رسانی در مرحله پاسخ به سیلاب روستای مزداران (شهرستان فیروزکوه) در مرداد ۱۴۰۱ انجام شده و به‌طور ویژه، نحوه تعامل رسانه‌ها با جمعیت هلال‌احمر استان تهران را در چارچوب الگوی عملیاتی شرایط اضطراری (EOP) بررسی می‌کند. در این مطالعه، با تمرکز بر جوامع روستایی، عملکرد رسانه‌های محلی و اقدامات جمعیت هلال‌احمر مورد مطالعه و تحلیل کیفی قرار گرفته تا کاستی‌های موجود در راهبردهای ارتباطی بحران شناسایی و زمینه‌ای برای بهبود هماهنگی میان سازمان‌ها در مرحله پاسخ فراهم شود. روش تحقیق شامل تحلیل محتوای گزارش پساکنش (AAR)، بررسی اسناد و داده‌های میدانی جمعیت هلال‌احمر، مصاحبه‌ها و تحلیل پوشش رسانه‌های محلی و ملی در زمان وقوع بحران بوده است. یافته‌ها نشان می‌دهد که ساختار ارتباطی جمعیت هلال‌احمر در چارچوب EOP، به همراه پوشش رسانه‌ای نسبتاً سریع و منسجم، نقش مؤثری در اطلاع‌رسانی به‌موقع، تسهیل امدادرسانی و مشارکت مردمی داشته است. با این حال، ضعف زیرساخت‌های ارتباطی در مناطق روستایی، تأخیر در برخی مراحل هماهنگی رسانه‌ای، و نبود آموزش‌های پیشگیرانه برای ساکنان محلی، از جمله چالش‌های مشاهده‌شده بوده‌اند. به‌طور کلی، نتایج پژوهش بیانگر آن است که تقویت هم‌افزایی میان رسانه‌ها و نهادهای امدادی، به‌ویژه از طریق توسعه سامانه‌های هشدار سریع و آموزش‌های رسانه‌محور، می‌تواند به بهبود قابل توجه کیفیت اطلاع‌رسانی در زمان بحران منجر شود. در پایان نیز پیشنهادهایی برای بهینه‌سازی تعاملات رسانه‌ای، بازبینی پروتکل‌های ارتباطی در الگوی EOP و ارتقاء توان ارتباطی در فاز پاسخ ارائه شده است.   Floods rank among the most frequent and devastating natural disasters worldwide, causing significant social, economic, and environmental damages. The increasing frequency and intensity of floods due to climate change underscore the critical need for effective crisis communication and management. Efficient communication during crises can reduce casualties, enhance public safety, and improve coordination among response agencies. The Iranian Red Crescent Society (IRCS), as a major humanitarian organization, plays a vital role in disaster response and risk communication in Iran. Despite advances in national emergency protocols such as the Emergency Operations Plan (EOP), the effective implementation of these frameworks at the local level—especially in rural and remote areas—faces numerous challenges. This study employs a qualitative case study approach using thematic analysis of documents and field data to examine the quality of crisis communication during the response phase of the August 2022 flood in Mazdaran village, Firuzkuh County. The case was selected for its unique characteristics including the extensive impacts on the rural community, the active involvement of relief organizations, and the interaction between local and national media with the IRCS. This event thus provides a rich context to analyze the crisis communication process and media engagement, as well as to evaluate the practical functioning of the operational emergency management model. Grounded in a critical-constructivist paradigm, this study aims to identify barriers such as infrastructural limitations and coordination gaps, alongside strengths like strategic messaging and volunteer involvement.
