fa مدل ارزشیابی تعالی سیاست‌های توسعه روستایی در ایران Excellence evaluation model of rural development policies in Iran سکونتگاههای شهری و روستایی سکونتگاههای شهری و روستایی پژوهشي Research <div style="text-align: justify;">هدف: در حال حاضر، نظام برنامه‌ریزی توسعه روستایی در ایران با نارسایی‌های متعددی مانند محدود شدن نظام ارزشیابی توسعه روستایی به گزارش‌های موردی برخی نهادهای متولی، توجه ناکافی به موضوع نظارت و ارزشیابی و پیامدها و تأثیرات احتمالی تصمیمات و برنامه‌ها در مناطق روستایی، عدم‌اصلاح برنامه‌ها و اصلاح سازوکارهای مدیریتی، توجه ناکافی به استفاده از شاخص‌های جامع و مشخص برای ارزشیابی سیاست‌ها، عدم بازاندیشی فکری در سیاست‌های توسعه و تحقق‌پذیری آن و همچنین نبود چهارچوب مدون برای پایش تحقق‌پذیری سیاست‌های توسعه روستایی مواجه است. برای برطرف نمودن این چالش‌ها وجود یک مدل جامع ارزشیابی تعالی سیاست‌های توسعه روستایی ضروری است. به همین سبب هدف از پژوهش حاضر ارائه مدل مناسب برای ارزشیابی تعالی سیاست‌های توسعه روستایی است. روش پژوهش: این پژوهش از نوع کیفی و ازنظر هدف پژوهش اکتشافی، ازنظر گردآوری داده‌ها پیمایشی-آرشیوی است، ازنظر زمانی مقطعی و ازنظر مبانی فلسفی ذیل مکتب عمل‌گرایی قرار دارد. نوع پژوهش، بنیادی و رویکرد پژوهش استقرایی است. گردآوری داده‌ها از‌طریق مصاحبه نیمه‌ساختاریافته با خبرگان آشنا به سیاست‌های توسعه روستایی انجام شده است. تجزیه‌وتحلیل داده‌ها با روش تحلیل مضامین صورت گرفته است. جامعه آماری در این پژوهش شامل تمامی خبرگان، صاحب‌نظران و اعضای هیئت‌علمی دانشگاه‌ها، مدیران و کارشناسان اجرایی در حوزه توسعه روستایی است که از بین آن تعداد 25 نفر به‌صورت هدفمند به‌عنوان نمونه انتخاب شده‌اند. یافته‌ها: با ترکیب و کدگذاری مفاهیم و عبارت‌های به‌دست‌آمده از مصاحبه با خبرگان درنهایت تعداد 7 مقوله به‌عنوان اجزای اصلی مدل ارزشیابی تعالی سیاست‌های توسعه روستایی در ایران شناسایی گردید. این مقوله‌ها که پس از طی نمودن سه مرحله کدگذاری باز، محوری و انتخابی حاصل شده‌اند شامل؛ زمینه، تحلیل وضعیت، درون‌داد، فعالیت، برون‌داد، اثر و پیامد هستند. هرکدام از اجزای اصلی مدل نیز دارای شاخص‌هایی هستند که تعداد شاخص‌ها مجموعاً برابر با 50 شاخص است. نتیجه‌گیری: این پژوهش یک مدل جامع برای ارزشیابی تعالی سیاست‌های توسعه روستایی در ایران را ارائه نموده است. بااین‌وجود ارزشیابی تعالی سیاست‌های توسعه روستایی یک فرایند مستمر است که نیاز به بهبود مستمر دارد. در این زمینه استفاده ترکیبی از روش‌های کمی و کیفی، استفاده از فناوری‌های نوظهور و همچنین بهره‌گیری از دانش‌ و درس آموخته‌های روز جهانی نیز می‌تواند اثرگذار باشد.</div> <h3 style="text-align:justify">Objective: The rural development planning system in Iran currently faces significant challenges, including limited evaluation practices confined to case reports by select institutions, inadequate attention to monitoring and assessment, insufficient consideration of the potential consequences of decisions and programs, lack of program revision and managerial improvement, absence of comprehensive and specific policy evaluation indicators, limited critical reflection on policy feasibility, and the lack of a structured framework for monitoring rural development implementation. Addressing these shortcomings requires a comprehensive excellence evaluation model for rural development policies. Accordingly, this study aims to propose an appropriate model for evaluating the excellence of rural development policies in Iran. Method: This study adopts a qualitative, exploratory approach, employing a surveyarchival method for data collection and a cross-sectional design. The research is grounded in pragmatism and follows an inductive, fundamental approach. Data were collected through semi-structured interviews with experts familiar with rural development policies. Thematic analysis was used to analyze the data. The statistical population comprised experts, scholars, university faculty, managers, and executive professionals in rural development, from which 25 individuals were purposively selected. Results: Through three stages of coding (open, axial, and selective), the study identified seven main categories as the core components of an excellence evaluation model for rural development policies in Iran: Context, Situation Analysis, Input, Activity, Output, Effect, Outcome. Each category is associated with specific indicators, totaling 50 indicators, providing a structured and comprehensive framework for evaluating policy excellence. Conclusions: This study proposes a comprehensive model for evaluating the excellence of rural development policies in Iran. Excellence evaluation should be considered a continuous and iterative process, requiring regular refinement. The integration of quantitative and qualitative methods, the use of emerging technologies, and the incorporation of global knowledge and best practices can significantly enhance the effectiveness and applicability of the model.</h3> سیاست‌های توسعه روستایی, ارزشیابی, مدل ارزشیابی, ایران.
