fa تدوین و اولویت‌بندی سیاست‌های طراحی مسکن حداقل اکولوژیک؛ مطالعۀ موردی: جزیرۀ مینو Developing and prioritizing affordable ecological housing design policies; case study: Minoo Island معماری معماری پژوهشي Research <div style="text-align: justify;">سال‌هاست که طراحی مسکن ارزان‌قیمت برای اقشار کم‌درآمد در کشورهای توسعه‌یافته و جهان‌سوم موضوعیت دارد و تولید مسکن ارزان و مناسب برای گروه‌های کم‌درآمد یکی از برنامه‌های محوری دولت‌ها برای برقراری عدالت اجتماعی و کمک به گروه‌های محروم است. تأمین مسکن ایمن و راحت و ارزان با درنظرگرفتن توان مالی خانوارهای فاقد مسکن، از جمله اهداف این طرح بوده است؛ اما متأسفانه مسکن‌های حداقل ساخته‌شدۀ موجود، مسکن‌های کوچکی‌اند که در آن‌ها فقط به جنبه‌های کمی و کاهش ابعاد فضاها توجه شده است و به‌دلیل دارانبودن استانداردهای معیشتی لازم، سکونت‌پذیر نیستند. همچنین در آن‌ها موضوع توجه به مسائل بومی و فرهنگی به‌صورت کامل محقق نشده است و سازگاری با محیط‌زیست به‌طور کامل به دست فراموشی سپرده شده است. با توجه به پتانسیل‌های اکولوژیک موجود در جزیرۀ مینو و همچنین توجه به ویژگی‌های معیشتی مردم ساکن در جزیرۀ مینو، لزوم تدوین سیاست‌هایی برای عملیاتی‌نمودن توأمان ایده‌های اکولوژیک و اقتصادی در طراحی مسکن مشهود است. هدف از این پژوهشف دستیابی به مهم‌ترین سیاست‌های طراحی مسکن حداقل اکولوژیک در جزیرۀ مینو است تا از این طریق، توجه تصمیم‌گیران دولتی و انبوه‌سازان و بومیان را به ساخت مسکنی جلب نماید که ضمن توجه به مسائل بومی و زیست‌محیطی و دارابودن استانداردهای معیشتی قابل‌قبول، مطابق با اقتصاد خانوار بومی آن منطقه طراحی شود. این پژوهش سعی دارد با جمع‌آوری داده‌ها به‌روش کتابخانه‌ای و میدانی و بر اساس قضاوت خبرگان مبتنی بر روش گلولۀ برفی و با استفاده از ابزار پرسش‌نامه وتحلیل شبکه‌ای ANP به‌وسیلۀ نرم‌افزار SUPER DECISION، سیاست‌های طراحی مسکن حداقل اکولوژیک را در جزیرۀ مینو تدوین و اولویت بندی کند. بر اساس نتایج این پژوهش، اولویت‌دارترین سناریو، «بهره‌برداری از بازیافت» به دست آمده است.  </div> <div style="text-align: justify;">For many years, the design of affordable housing for low-income groups has been addressed in developed and developing countries. Providing affordable housing for the low-income population is one of the principal programs of governments to promote social justice and help disadvantaged groups. Providing safe, comfortable and affordable housing while considering the financial resource of homeless people is one of the objectives of this project. Unfortunately, the available affordable houses are small buildings that only the quantitative aspects and reduction of the dimensions of the spaces are considered in them, and therefore are uninhabitable due to the lack of living standards. Moreover, vernacular and cultural aspects are not fully acknowledged and adaptation to the environment has been overlooked. Given the ecological potential of Minoo Island, as well as the living characteristics of its inhabitants, there is an urge to develop policies for applying both ecological and economic ideas in housing design. The study aims to achieve the most important policies for designing affordable ecological housing in Minoo Island for decision-makers in government, mass builders and locals, and highlight the vernacular and environmental issues and acceptable living standards compatible with the economic status of the residents. Using library and field methods and based on the judgment of experts through the snowballing method and using the questionnaire and analysis of ANP networks by SUPER DECISION, the research tries to formulate and prioritize the affordable ecological housing design policies in Minoo Island.
