Identifying the Dimensions and Components of Governance Formation for Implementing the Law on Organizing and Supporting the Construction and Supply of Housing

Background: One of the main concerns in developing countries is to achieve good governance, from which the issue of implementing the law to organize and support the construction and supply of housing is very important. Therefore, this study aims to identify the dimensions and components of governance formation to implement the law of organizing and supporting the construction and supply of housing to take an important step towards the development of the housing sector. It is developmental in terms of purpose and exploratory in nature. The statistical population included academic experts and professionals from government organizations, and 18 people were selected using snowball sampling. The data collection tool was interview and Strauss and Corbin coding technique was used to analyze data. It is pragmatic in terms of purpose and descriptive in nature. The Housing Foundation of the Islamic Republic of Iran was selected (N = 5967) as the statistical population for the distribution of the questionnaire. Morgan table (n = 360) was used to determine the sample size and simple random method for sampling. The data collection tool was a questionnaire. Data analysis was performed using LISREL and MATLAB software. Findings showed that the dimensions of governance formation to implement the law of organizing and supporting the construction and supply of housing include participation, transparency and accountability. Furthermore, economic participation in the implementation of construction plans and supply of housing and effective use of financial resources has the greatest impact on the governance participation dimension. Paying attention to the dimensions and components of governance based on the proposed model improves the implementation of the law on organizing and supporting the construction and supply of housing up to 0.83 in the best case.
